The Mutual Learning Exercise (MLE) on Innovation Procurement has published two reports on the Research and Innovation Observatory (RIO) website of the Horizon 2020 Policy Support Facility:

MLE on Innovation Procurement - Financial Mechanisms in support of Innovation-enhancing Procurement and Pre-commercial Procurement (Topic C)

This report sets out the rationale for financing in support of innovation related procurement and considers the framework conditions necessary for successful financing mechanisms. It concludes with several recommendations arising from the MLE process and includes national profiles summarising the different approaches taken at a national level.

MLE on Innovation Procurement - Monitoring, evaluation and impact assessment of innovation related procurement (Topic D)

In this report, a conceptual framework for measuring and evaluating innovation-related procurement is provided, defining the key concepts and the dimensions considered within it. The report also specifies the indicators that could best help to measure the key dimensions considered in the previous framework.
